Neil is invited to meet retired KGB officer Alexander Petrov (Leo McKern), who has approached the agency with the message that he has top secret information that he is willing to sell to pay for a triple bypass operation.

Petrov doesn't give in easily, but does give Neil the names of two lurking agents, Annie Shepherd (Frances Barber) and Bill Roper (Bill Armstrong), as an "introductory offer."
But while Neil is tracking Shepherd and Roper, Petrov is murdered after suffering a heart attack during torture. Roper is later found dead with a broken neck.
While trying to protect Annie, Neil discovers that he has been targeted by a German assassin, Hans Schroder (Nicholas Jones), who believes he is responsible for Petrov's death. With Schroder's help, Neil's investigation leads him to discover that two rogue IRA members attempt to recruit members of Petrov's former cell to carry out a targeted attack on a summit attended by Soviet ministers.
