To reap the benefits and address the challenges of digitalization, countries need to frame the rapid growth of ICT-enabled infrastructures and services within a comprehensive national cybersecurity strategy. To support national leaders and policymakers in the ongoing development, adoption and implementation of national cybersecurity strategies and policies, the World Bank and ITU, with a consortium partner, have jointly developed the second edition of the Guide to Developing a National Cybersecurity Strategy (NCS).
