iOS 17 introduced offline maps for the Apple Watch, but they actually load on the iPhone, so you have to take the phone with you. I found an app (Goose Maps) that lets you preload large OSM map areas, including trail maps with contour lines and trails, onto your watch, which you can use without the iPhone. Goose Maps even has some basic navigation features, but these could be improved.
