States identify deep energy efficiency renovations as an important step to implement cost-effective climate and energy policies. These programs deliver benefits to both the electric grid and residents, including dramatically reducing energy consumption, decarbonizing the energy supply, lowering energy bills, and improving the comfort, air quality and sustainability of residents' homes .
