The two largest US pet stores, Petco and PetSmart, currently do not sell aquariums under 1 gal. Why would other large pet stores like Chewy still sell betta kits under 1 gal? Chewy still sells the Aqueon Betta Falls Kit (0.7 gal/fish) (in video) and the Penn-Plax Desktop Aquaterrium (1.56 / 0.94 / 0.75 gal per fish)
