A CAL – client access license – is not a piece of software. It's not a key. It's a permission. Microsoft gives you access to the server if you license each user or device that can access the server. Without this you can technically access it, but it will violate the license. So if you want to be compliant and adhere to the rules, you'll need to purchase client access licenses. Technically you can use it without CALs, but if you have an audit you have a problem
