Windows Server Datacenter and Standard, the two editions that dominate the market, require per-core licenses plus some form of Client Access Licenses (CALs). Simply purchasing and installing Windows Server licenses on your server does not grant any usage rights.

Although the server itself is licensed, users and devices require CALs to legally access and use its features. Without the correct CALs, your Windows Server installation remains license-less.
